The format for the Blue Books was devised by ISW. Three Blue Books were published in March 2005 for Burkina Faso, Mali, and Niger. Three other eastern African countries (Senegal, Guinea, Benin) are currently working on their Blue Books. There are plans have to extend the initiative to Latin America. For more information see the What’s New section on the ISW web site.
